    Women Without Arms: Gendered Fighter Constructions in Eritrea and Southern Sudan

    An analysis of gendered fighter constructions in the liberation movements in Eritrea and southern Sudan (EPLF and SPLA/M), examining the question of female access to the sphere of masculine fighter constructs and the relevance of this for influence in peacetime affairs. Empirical research in both countries, in particular interviews with participants, reveals that what keeps women out of the sphere of legitimized violence is not some “inherent peacefulness,” but the exclusivist construct of the masculine fighter, which is supported by society. This makes it hard for women to participate in war, and especially to gain full fighter status. An intrinsic link is found between fighter status and access to power in post-conflict state-building from which women, being unable to gain full fighter status, are largely excluded

    It really is quite amazing. In the few weeks since Abiy Ahmed was elected Prime Minister of Ethiopia, nearly all the established facts that underpin Ethiopian politics have started to unravel. The new Prime Minister has apologized to the population for the mistakes of the past, ended the border war with Eritrea without making any demands and dismissed key officials from the old regime. At the same time, he has lifted the state of emergency and liberalized the economy - all this was previously considered unthinkable in Ethiopia. Control, internal security and a close-knit collective of former liberation fighters were the defining elements of a style of politics that provided stability and economic growth for a long time, but neglected the country’s rapidly growing young population and its concerns.     Covid-19 in the Horn of Africa: gaining trust in a crisis

    On reaching the Horn of Africa, the corona virus will have encountered countries already facing a multitude of challenges. Prolonged armed conflict, drought and insecurity have turned more than eight million people into refugees in their own countries, and a further 3.5 million have fled to neighbouring countries where they live in overcrowded refugee camps. All the countries in this region are in a fragile state of political transformation or have been severely weakened by war and govern­ment failures. They possess neither the capacity to contain the Covid pandemic nor to mitigate the resulting unemployment, poverty and hunger. In order to guard against jeopardising the process of democratisation in Sudan and Ethiopia, special emphasis should be placed on social security systems and gaining the trust of the popu­lation. This requires an emergency aid package from abroad that will ensure the economic survival of all countries in the region. However, long-term support should be con­ditional on guaranteeing that most of the investment goes into developing state capacities for critical infrastructure and social security. (Autorenreferat

    Red Sea: connecter and divider: disruption waves from the Arabian Gulf to the Horn of Africa

    The Red Sea is a vital pathway for goods, people, arms, and livestock. European trade with Asia passes through here as well as oil from the Gulf to the Mediterranean, and a sizeable amount of global marine cargo is hauled through the Suez Canal and the Red Sea into the Indian Ocean. In addition to its significance as a trade route, the Red Sea is a lane for migration between the Gulf and the Horn of Africa and a bridge for roving terrorists. Its water connects the Horn of Africa with the Gulf countries, although it also separates African and Arab political and social cultures. Moreover, many issues are contested in the Red Sea region, ranging from military control to political Islam. In order to avoid further rifts between the Horn of Africa countries as a consequence of the disruptive politics of the Gulf, the Horn needs to perceive itself as a region and find common interests rather than becoming fragmented and weakened.     Two decades after achieving independence from Ethiopia, Eritrea is back in the European headlines – above all for a wave of refugees arriving in Europe. At the same time, a recent United Nations Commission on Human Rights report accuses the Eritrean regime of gross human rights violations. President Isayas Afewerki sees Eritrea’s regional and international isolation since its war with neighbouring Ethiopia (1998–2000) as evidence of a conspiracy between Ethiopia and influential Western states. Every month between three and five thousand Eritreans attempt to flee the total mobilisation instituted for national defence. Reintegrating the country in regional structures could build trust and neutralise the Eritrean narrative of Ethiopian aggression and international conspiracy. (author's abstract

    Back to square one: fighting resumes in South Sudan

    The conflict in South Sudan flared up again on the fifth anniversary of independence. After almost two years of war between forces controlled by President Kiir and those of Vice-President Machar, the latter had only recently - in April 2016 - returned to the capital Juba with his ministers and some of his troops to form a Transitional Government of National Unity, together with Kiir's cabinet. But both sides obstructed implementation of the August 2015 peace agreement, and repeated breaches of the cease-fire were reported in other parts of the country. On 7 July shooting broke out between the opposing forces in Juba. More than three hundred people died in the following days. In the meantime, Machar and his forces have left Juba and his chief negotiator Taban Deng Gai was installed as his replacement by President Kiir, splitting the leadership of the SPLM in Opposition. The question now is the fate of the peace agreement and the legitimacy of the two leaders. The United Nations has more than 13,000 troops on the ground, and the African Union is preparing an intervention mission to enforce peace. (author's abstract

    For a peaceful transition in Sudan: current developments and plausible scenarios

    There seems to be no end to the good news coming from the Horn of Africa. First, the Nobel peace prize for Ethiopia’s young reformer Prime Minister Abiy Ahmed in Octo­ber and then, in April, Sudan’s dictator Omar al-Bashir was overthrown after thirty years of rule. After months of civil and peaceful protests, it was actually the Sudanese military that finally forced the ruler out of office. Then, less than four months later, military leaders and civilians led by Abdalla Hamdok, an economist with decades of experience at the United Nations, managed to form a government. Whether the tran­sition continues to develop positively will depend on the willingness of the security apparatus to transfer power to civilian leaders. However, in stabilising the country and improving its economic performance much will depend on whether and to what extent external actors support Sudan’s transformation process. (author's abstract

    On 20 January 2014 the foreign ministers of the EU member-states approved EUFOR RCA Bangui. The six-month mission with about 800 troops is to be deployed as quickly as possible to the Central African Republic. In recent months CAR has witnessed growing inter-religious violence, the displacement of hundreds of thousands of civilians and an ensuing humanitarian disaster. France sent a rapid response force and the African Union expanded its existing mission to 5,400 men. Since the election of the President Catherine Samba-Panza matters appear to be making a tentative turn for the better. But it will be a long time before it becomes apparent whether the decisions of recent weeks have put CAR on the road to solving its elementary structural problems. First of all, tangible successes are required in order to contain the escalating violence. That will require a further increase in AU forces and the deployment of a robust UN mission.     Nigeria: Boko Haram and the regionalization of terrorism

    The wave of violence unleashed in north-eastern Nigeria by the militant terror group Boko Haram and the regionalization of terrorism have spurred neighboring Chad, Cameroon and Niger into action. Since March 2015, they have been conducting military operations in the border regions, sometimes on Nigerian territory, in an effort to push back the terrorists. Nigeria and its neighbors have officially agreed a multilateral military operation with the aim of neutralizing Boko Haram. However, for domestic political reasons, Nigeria is blocking regional cooperation, while a UN Security Council mandate for the force is in the making. International support for the planned military operation will be futile unless Abuja changes course. It remains to be seen, if the newly elected President Muhammadu Buhari will bring change.
